KRunner settings always lived in system settings, which makes sense since
KRunner is a systemwide service, and the options there affect other
KRunner-provided searches, such as the one in Kickoff.

Dolphin by contrast is a standalone application, so it makes sense for its
settings window to remain in the app itself, as all other app settings windows
are.
