I have the same problem on Arch Linux.
In the attached screen recording, I can't mount two DVD-video ISO images
created with K3b.

Mounting with udisksctl gives me this output (ISOs are still not visible in
Places panel of Dolphin after
this command):
$udisksctl loop-setup -f <my ISO>
Mapped file <my ISO> as /dev/loopX.

Operating System: Arch Linux
KDE Plasma Version: 5.21.4
KDE Frameworks Version: 5.81.0
Qt Version: 5.15.2
Graphics Platform: X11
