SUMMARY
Some folder picking dialogs within applications do not allow folders as input.
They will show no files to pick, but "Open" does nothing. 

STEPS TO REPRODUCE
For example, 
1. Open Firefox
2. Go to the standard download folder option in the settings
3. Click "Browse" and attempt to select a different folder.

OBSERVED RESULT
It is not possible to select a folder in the dialog. 

EXPECTED RESULT
It should be possible to select a folder in the file picking dialog. 

SOFTWARE/OS VERSIONS

Linux/KDE Plasma: 5.9.16-1 Manjaro
KDE Plasma Version: 5.21.3
KDE Frameworks Version: 5.80.0
Qt Version: 5.15.2

ADDITIONAL INFORMATION 
Firefox has Plasma integration installed and the string
/usr/lib/firefox/firefox %u as the command in the application settings menu to
force it to use the Dolphin file picker. This problem comes up in many other
applications as well.
