Actually it doesn't depend. Bug triaging is something that more people are
capable of doing compared to software engineering; therefore a person capable
of doing software engineering is generally producing more value by doing
software engineering than by doing bug triage.

In fact that's the entire point of bug triage: to make sure that people capable
of doing software engineering have to interact with the bug tracker as little
as possible, so they can spend more of their time fixing bugs and writing
features.
