This is intentional; for items with an entry in the Places panel, the URL
navigator roots itself at that place, not /. If we didn't do this, then instead
of showing:

Desktop

It would instead show:

/ > Home > [your username] > Desktop

Which is pretty long and overkill for most use cases, and would cause the URL
navigator to get pretty squeezed.
