Format option mockup

SUMMARY
Please add "Format" funkcition for removable devices to placespanel menu. This
funktion useful for all user who use many different usb devices

Example for STEPS
1. Open dolphin
2. connect a removable device, not mounted
3. left click to device on places panel access to "Format" menü
