[dolphin] [Bug 429210] Support set tab minimum width

Roughly as bug 413707 Saurav Sengupta's report.
When tabs still not full all tabbar width, the tabs with short dirname are
narrow now. If exclude close button, just only 2/3 area can be click. And the
tabs with long dirname are too wide at the same time. I feel that isn't easily
to switch tabs. 
As Firefox has suitable width when just few tabs. The long dirname maybe not
have to show all. I think that is benefit for Dolphin, Thank you!
