I don't know the history behind this feature.

When I wrote this report I wasn't sure if the current behavior is a bug or
intentional. I have wrote this report anyway because at first the current
behavior doesn't make sense to me and I can't think on any situation in which
different icons sizes depending on the state of preview feature could be
useful.
