This is a feature, not a bug. The sizes of icons with and without previews are
independently configurable in Settings > View Modes.

However I'm not sure how useful it really is. I don't know the history behind
why icons with previews shown historically had their own size different from
icons without previews shown, but I'm not sure it really makes sense. My
inclination is to remove the feature.

Does feel otherwise or know the history here?
