D24446: Hide search extra options when not available

  - Add setFacetsVisible() method
  - Fuse setFacetsVisible() and updateFacetsToggleWidget()
  
  The fusing is to avoid an issue on first launch, where if `SearchSettings::showFacetsWidget()` is `true`, we set the facets visibility to `true`, but the `isVisible()` method returns `false`, because it is not yet actually shown.
