Dolphin should refresh view whenever kernel’s inotify subsystem informs it of
filesystem change. 

STEPS TO REPRODUCE
1.open a folder in Dolphin

2. create a new file making sure the file will be in the folder you have open
in dolphin e.g. open terminal and do:
touch ~/test

3. hit F5 to refresh view in dolphin

OBSERVED RESULT
Dolphin doesn't refresh view 

EXPECTED RESULT
Dolphin should refresh view
