REVISION SUMMARY
  Space info for remote mounts and locations is now updated only every minute.
  Avoids needlessly waking up the network.

TEST PLAN
  Verified that local paths still update every 10 seconds (we can tweak the numbers separately later)
  Verified that `sftp:/` updates every minute now
  Verified that cifs mount (which is local URL) updates every minute now
