What happened to Dolphin's transfer dialog?

IIRC, this dialog was never a part of Dolphin. To my knowledge, this 
widget reappears whenever a file transfer is performed when plasmashell 
is killed. Not an ideal workaround unfortunately, but it might be 
possible to unveil it in a setting.
