In that case I do not see the difference (in terms of UX) to just using Dolphin plus Okular as stand-alone app. When I have one file open, it takes three keystrokes to view the next file (Esc, Arrow down, Space) and then the window probably covers the information about the file I'm currently viewing and of all the other files that might be referred to by the current one etc..

@Fabian: Some good news for you ;)
I talked to Vishesh (KRunner, Baloo, ... maintainer) yesterday about a "preview-framework" for KDE and he is already working on it (for Milou and KRunner). He will put all the code into a beautiful library which can then be used by Dolphin too.

I think this can easily be fixed by backward/forward buttons (and of course with keyboard interaction) in the preview applet.
