maybe the first step should be to find someone who is able and willing
to act as a mentor for the project that you have in mind (I do not
have the ressources to mentor a GSoC student at the moment).

Considering that it's still somewhat unclear to me what exactly you
are trying to implement that is not already there, and how exactly the
implementation would work, I'm afraid I cannot say much more. Todd and
I have raised some questions in this thread, which any possible mentor
might want to see answered as well.

in particular in the section "Student proposal guidelines". Note the
question "To what extent are you familiar with the software you're
proposing to work with? Have you used it? Have you read the source?
Have you modified the source?" - I think it is not uncommon that
mentors expect that the student has a basic understanding of the
source code and has proven it, e.g., by fixing a couple of bugs.
