Making path completion case insensitive

Hi,
I'm new to KDE development and I want to add case insensitive path completion to KDE as a whole, I started with dolphin for now and I'll look into other components later.

I'd like guidance or pointers to help me so that my patch is included in KDE upstream when it's done.

So I'd like to know whether it should be configurable or not, if yes then should it be configurable for dolphin only or for KUrlNavigator.
