Kubuntu is not to blame for this. Blame me rather ;)
Features like nepomuk are only available in dolphin at the moment.
Konqueror uses the dolphin part for filemanagement, however this integration
was done with "works as good as kde3" as a priority, so the new-in-kde4
stuff that needs additional GUI elements, like nepomuk, isn't available
in konqueror right now.
