konqueror config relayouting + reorganization

i have made a patch that relayouts konqueror config pages so that they
fit into 1024x600 (well, actually 1024x650, but this is still better
than 1024x800)

also it moves some items from toplevel web config page to new
'Appearance' page. also 'css' and 'fonts' become tabs of 'Appearance'.
(css config now uses khtml for preview instead of hackish
q3textbrowser -- this makes q3support dependency is removed)

it makes gui more appealing, particularly by converting form
gridlayout to vbox and formlayouts

the patch adds few simple strings, and this is agreed on kde-i18n-doc@

i believe that the changes made can't introduce new bugs, as they aren't 'deep'.
OK for me to commit?
