small bug in htmltokenizer + fix

Hi,

While porting my version of the webarchiver plugin I stumbled across a 
small bug in the html tokenizer. HTML comments may be read with a 
unnecessary trailing '-' that is part of the closing '-->' tag.

The attached patch fixes this problem.

Unless there are objections I would like to commit it myself. I have a 
SVN account but did not have an opportunity to do a commit yet. I 
think it would be good test case to check if I setup my SVN 
correctly.
