missing glyphs: bug, omission or design?

Hello,

On site:

http://www.xyz.avx.pl/chars.php 

Are examples of not so common characters. Konq (3.5 branch) doesn't show
all of them because Georgia (site declared font) doesn't have all of
them. Other browsers (eg. FF, Safari) show all of them "borrowing"
missing fonts. Is this bug, omission or design decision?

Attaching zipped version of site with commented out all font-family
declarations to show how it works with user default fonts.
