making fallback access keys configurable

An alternative idea to make the feature less annoying attached...
This makes the activation of access keys require a double control tap.

The logic is that if you find access keys annoying you'll now be pleased that 
when you tap control you don't get a post-it blizzard.
On the other hand if you wanted the access keys to appear your reaction to 
them not appearing would be to tap the key a few times.

(although I think having an option to completely disable the feature is also 
required).
