[PATCH] scrollspeed konquerors smoothscrolling

Hello,

When you activate the smoothscrolling in konqueror and move the mouse away 
from the icon the scroll speed increases in a couple of steps. The max scroll 
speed is a bit on the slow side.

This simple patch removes the steps and determines the speed directly to the 
distance to the icon. This makes it possible to scroll at a larger speed and 
makes it smoother.

The patch is not in trunk, but has been applied to kubuntu sources of 3.5.4.

I'm not familiar with the "int i:4" syntax, so i simply removed the :4 part to 
allow a higher value then 8.
