That file can be found 
here: http://websvn.kde.org/trunk/tests/khtmltests/regression/tests/js/Date.js

Together with base.js (same directory) you make just do a "make check" in 
the KJS sub directory and issue

   ./testkjs base.js Date.js

Of course, there are many more Data tests (from the Mozilla test suite) 
but this should suffice for a start.
