There is no such thing as a KDE-global naming policy, so we can't
really state such things at the KDE level and "enforce" them. But if you
look around in konqueror's files, the s_ and m_ prefixes are used quite
consistently. (In kdepim, for instance, it's rather mFoo than m_foo).
