[Patch] new zoom stepping

Hello,

Here's the promised patch for the new zoom stepping behaviour we agreed on 
last year [1]. It changes the toolbar/keyboard zoom action to adhere to the 
Mozilla stepping, and keeps the old stepping for mousewheel zooming.

Please complain before I commit in a few days (but I'm sure nobody complains 
beforehand, but minutes after comitting, and then vigorously, just like last 
time when I first fiddled with the zoom stepping ;-) )
