[Patch] more fine-grained border width

Hello,

In order to display borders that use "border-width: .5pt" or the like, I 
looked into it and assembled a patch that does the following:

- - Generate a 1px border for 0.025 <= size < 1.
- - Take floor otherwise.

Otherwise, Konqueror would stop displaying a border if border-width < 0.75pt 
(!) (depending on dpiY, but still much too high).

This behaviour closely resembles that of Mozilla.

If you can think of anything this change might break, please speak up. 
Otherwise, I'll commit it in a few days.
