fixing form margins

Hi!

As Germain pointed me to the maxTopMargins code, I checked
and found one #warning fixme in there (of the same 1.10 commit)
and attached patch finishes the merge.

The code actually wants to make sure that invalid form tags get their
margins removed, but the unfinished merge removed them from all
and causing a regression for all forms: most obvious example in our
regression tests: forms/context.html, but there are 19 more in there
that change.
