Konqueror is "stupid" (Was: Integrating this behavior into konqueror?)

I agree (See below). Is there a way to see if a service-menu entry supports 
anything other than local files?

E.g. when I go to http://accessibility.kde.org/developer/kde_widgets.php and 
select the "Encrypt File" action I get an error 
"gpg: can't open /developer/kde_widgets.php: No such file or directory"

Konqueror is quite a "stupid" application, especially when it comes to
righ-mouse button context menus and overloaded toolbars and menus. Why does
it offer me the choice to "burn to a Data CD" or "Encrypt File" when I
right-click a hyperlink in a web page? This doesn't make sense.
