backport #73978 fix?

attached is the minimal backport needed to fix those interdependant issues
in BRANCH:
1) the major #73978 -many images appearing on mouse hover 
2) first-letter related crashes (#70546)
3) pseudo-content displayed as block by default (inducing #75084)

would that be OK? 

from my set of testcases, this is fine, but
I'm having unsolved issues with test_regression from BRANCH.
Would someone have the time to run it?
