[patch] support mouse wheel in overflow:scroll

Hello,

This patch makes overflow:scroll/auto layers react to the mousewheel when 
clicked into it. Fixes bug 86224 [1].

See patch [2].

The patch is flaky if the very first element of a page is a scrollable layer.

Please review. I will not commit before KDE_3_3_0_RELEASE is tagged ;-)
