Flashing scrollbars

Hi,

 If you visit the http://nordea.fi/e you will notice that the horizontal and 
vertical scrollbars are flashing while the page loads. After it's loaded, the 
scrollbars are not visible anymore. This is present since a week or two, but 
surely I noticed after I came back from Nove Hrady.

Should I open a bug report for this?
