No. the focus rectangle is necessary for keyboard navigation (example <input 
type=image>,<button> etc). and if it is a problem for -konq-user-input then 
we have to find a fix for that case. Personally I think it should show the 
outline for elements which are focused but not currently in editing mode, and 
the caret for those which are in the latter. or why do you think that the 
outline makes sense while editing an anchor ?

I have no suggestion on how to do that with CSS though right now. if there is 
nothing like that suggested in CSS3, then we have to find a hack^h^h^h^hfix 
in the rendering tere.
