BUG with entities in <a href= ... >

Hello,

There is a bug if in <a href=url> url entity is used instead of letter
itself. Example:

On page
http://www.iraqwar.ru/index.php?lang=en

Links look like:
		  <p align="left">[13:06] <b> <a
		  href="http://www.iraqwar.ru/iraq-read_article.php?articleId=23821&
lang=en">Saudi
		  Arabia, Pakistan Wait to Send Troops</a></b></p>

Konqueror resolves & not to & but to encoding with lot of % - each
character separately - & to %xx, a to %xx, m to %xx and so on.
