CSS/link underlining problem

This affects at least 3.1.0 branch, if not HEAD (can't test HEAD right now).

The third link in this testcase doesn't get fully underlined or highlit, 
unlike the first two.  It has to do with justification since that changes the 
spacing.  It seems to confuse the geometry.
