I am interested to know how as well.  The default behavior for delayed 
redirection/refresh is set to enabled.  I tested this with a little 
regression test I wrote and it works just like the config option states. If, 
as you stated, the intention of option is something else then it should IMHO 
be re-worded.

BTW, this should not at all affect non-delayed (HTTP 3xx) redirection requests 
by the server.  Was the intention of the option to make that configurable ?
