khtml discarding empty lines in mails?

Because there are no empty lines (View->View Source or, even better,
save the message and check it with an editor/text viewer/binary viewer
of your choice).

The "smart quoting" code seems to add those empty lines. Now is this a
bug or a feature? I'd say it's the latter.
