Better error message for POST to restricted ports

Some ports are restricted in Konqueror for POSTing (it was some security 
issue. Waldo, could you please explain?). However, presenting a simple access 
denied error to the use is not really what he wants. Given the fact that it 
is now even possible to permit certain ports explicitly (just like in 
Mozilla). 

The motivation to allow POST on restricted ports is the some intranets went to 
port like 1080 as intranet server port to prevent their M$ environment from 
well know viruses.

The attached patch adds a new error code and message for that case. Please 
review.

PS: The option to enable certain ports is hidden (OverriddenPorts=IntList in 
kio_httprc). I don't think it's worth a GUI option, however we need to 
document that at some point. Where would be the best place for that? Should 
the error message contain a hint to that option?
