PATCH: TCPSlaveBase

The patch attached caches passwords needed to unlock encrypted 
SSL certificates. This fixes the problem with Konqi asking for the
Password for each element loaded (Tested, works fine).

Additionally, the patch allows caching the password in the cookiejar.
Was there any specific reason why it was disabled?

I am not sure wether that potentially introduces security problems.  Please 
review && commit.
