FWIW, I built KDevelop 5.5.x or 5.6.x on Devuan "Beowulf" a couple months back. From memory that distribution is at KF5 5.54.0 or so.

And re: KDevelop 5.5 : that version will actually build against KF5 5.28.0 (just check out the 5.5 branch). I'm tempted to say that there isn't a huge difference in feature parity between 5.5.2 and 5.6.2 .

Yeah, updating the KF5 frameworks is a bitch if you have to do it manually (and probably a very lenghty process either way if your system is as old as the OS version it's running).
But supposing those distro-provided dependencies were all recent enough, a DebUntu user can just do `sudo apt-get build-dep kdevelop` (or whatever the KDevelop package name is) to pull in everything required to build a more recent KDevelop version. I don't think I'd call that complex.
