Kate: how widen vertical scrollbar

You probably need to change your theme/window manager settings. Some window managers allow to set per application settings. In KDE, I know of no way to do this per application. You'd need to change your widget style. Though this would affect all KDE applications.

I am in no way a power user. So take that with a grain of salt.
