I have a number of PPAs for 14.04 (https://launchpad.net/~rjvbertin) which include a very recent KDevelop 4.7 version (maybe not exactly 4.7.2 yet, but essentially the same from git).

It should, in my experience.

What Sven said, was that over remote X11? If not, something must be very wrong in your graphics settings, but in that case you should notice slowness in just about everything else.
