Yes. Or more exactly, it can be used for that, because it doesn't do any grouping at all out of itself ;)
You could call it a bookmark.

And yes, it can be really useful, even in an outline view that doesn't show as much information as KDevelop does.

Isn't this actually something that would require patching Kate, or is KDevelop's outline feature unrelated to the equivalent feature ("symbol list") in Kate?
