How do you create a debug launcher?

There are currently issues with the GDB plugin under ArchLinux:
  https://bugs.archlinux.org/task/43699

I've seen another ArchLinux user reporting the same issue on IRC (ArchLinux, 
KDevelop 4.7.1).
