Build System drop down list empty

Do I have to run kbuildsycoca4 only once after the installation or every time before starting kdevelop?

Sounds like an installation issue, are you sure your installation prefix (-DCMAKE_INSTALL_PREFIX=... as passed to cmake) is in $KDEDIRS and you ran the kbuildsycoca4 utility after installation?
