Inserting arbitrary text with a shortcut

Hi all,

I've searched a bit in the documentation but I can't find an answer to
the following questions

 *  is it possible to configure a shortcut that inserts a text of my
choice in the position of the cursor?
I'm missing some quanta useful-for-web-programming shortcuts
(Ctrl+Enter inserts "<br />", Alt+spacebar inserts " " and so on)

* is it possible to configure a list of abbreviations that are
automatically replaced during typing?
