importing a project with "scons"

No, there is no such thing as a scons plugin, nowhere.

But there's the generic project manager plugin which can open any folder
as a project so you get all the files in the project tree. It does not
support compiling or installing such projects, so you'd have to do that
part from a terminal.

You could try the custom buildsystem plugin (available from
projects.kde.org, search for Custom Buildsystem), that would allow to at
least connect the "Build" menu entry with whatever command is necessary
to build a scons project.
