Documentation question

I haven't had the documentation working completely correctly for the past 
couple of Kdevelop versions. It has worked correctly in the past.

Take the C++ Annotations entry for example. I have modified the toc files as 
follows:

<title>C++ Annotations</title>
<base href="/home/phil/cplusplus/"/>

The problem I'm having is that the html code is displayed instead of the 
actual contents. No doubt there is a simple cure.
