Yes, all KDevelop3 development takes place in branches/KDE/3.5/kdevelop.

What do you mean by different ID? The version of KDevelop is only
changed when a new release is made, i.e. when 3.4.0 was tagged the
version was changed to 3.4.0. When 3.4.1 with kde3.5.7 is released it
will change to 3.4.1.
