I have the PATH and KDEDIRS set in /etc/environment

$ cat /etc/environment
PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/bin/X11:/usr/games"
LANG="en_US.UTF-8"
KDEDIRS=/usr/local:/usr

I do not manually start X. The system automatically boots into runlevel 5 
(X?).

Like i have mentioned already, when the run dialog is used with 'kdevelop' 
it crashes, but typing 'kdevelop &' passes.

I just tried from the command line to run /usr/bin/kdevelop. This crashes 
like mentioned before. So you are right. Kmenu and the run dialog seem to 
be launching the old version. I now uninstalled the version 3.3.4 and the 
launch from kmenu works fine.
