Thank you for that hint! After setting
X-Kdevelop-Properties=AdditionalTools the plugin now gets loaded. 

By the way, is there any documentation that describes this
X-KDevelop-Properties issue? 

http://www.kdevelop.org/HEAD/doc/api/html/howToAddPlugins.html says
nothing about it. Only the
X-KDevelop-Scope item is described.
